Are there any good free SEO management services?

I know you get what you pay for but I really don;'t have any sort of budget and I would like to start a links page on 2 of my sites. However, I know how time consuming this can be and I was wondering if there are any good, free services out there? I have PR4 on both sites with little effort and I don't want to mess that up.
