Please tell me difference between white hat and black hat SEO,

Why Black hat Techniques not good for a site ?Sometime I am a bit confused by this kind of question...could anybody give a hand~

black hat seo is a bad technique or practice "spammers" use to promote a site.
these black hat SEO practices will actually provide short-term gains in terms of rankings, but may risk your site of being penalized by search engines.

It is very clear, black hat is against Google algorithm but white hat is search engine friendly... if you buy links then it is black hat techniques....
