Google PageRank(PR) is 0 from my website?

Hello,I developed a website and submitted to google index.After a few days, the google indexed my pages and provided me thePage Rank(PR) which is lowest. I found from page rank calculators, myPage Rank for my website is 0. My query is-What does Page Rank(PR) 0 means,, it mean my website content will not avaibalein google search engine???-Some of the discussions in the internet showed that if Google PR is 0, they willpenalize,,,what does it mean,, I didn't provide any wrong information or anything else.can anyone of you give more info why they penalize.-I provided many links to other websites in my site, to help my website viewers providebetter&relvant information from the link. Is it caused my website PR be 0.As my website is new , I don't have many visitors for my website. I am yet to popularize.Please anyone suggest what Can I do if my PageRank is 0, what should I do and how to improve it.Thanks in advance
