So simple, just visit http://www.google.com/addurl add your blog URL with small description, you are done!

PS: do not forgot submit your blog sitemap to google

Sure! do it that way and wait .. and wait.. and wait.. Give you a trick here. If you have an Adwords account start an ad on the search network, put your main keyword in and use your new site homepage as the landing page. you dont need to spend anything on it.. just set it up. A day or two later your in.. probly ranking within the first 20 pages. they need to index the site to give it a quality score. and sometimes award it a good index if its really good content and is well optimized.
