How can I get the original toolbars back on my moms computer

My moms internet explorer does not have the original toolbars at the top that the computer came with. You cant do much without them. How Do I get them back, and erase the ones that were added somehow. Thanks.I mean, you know the bar that only says, file, view, help etc?

I think they can be either in auto hide mode or be disabled and try to change them in options in tools or reinsatlla the IE again.
