When you search google and the first result is a popular website, sometimes there are quick links underneath the main link. What does google look for the choose these links and how do you qualify for this advanced search result thing.

It is an automated process, no human is involved.
It has mainly to do with the internal link structure of your site and LSI (semantic latent indexing).

If Google "thinks" that for a certain search term, your linking structure or the anchors of your links are not ideal for the searcher to find what he/she looks for on your site, it will place those "site links" as a navigation help for the user.
