How do you tell if someones online on msn ?

I was once told if they are online with there settings to offline there Display picture still appears.If there actaully offline it goes to the blue msn figure.Is this right?

When you choose to appear offline, the blue icon goes colorless, is like you are not connected. This solves your question?
