Re-Inclusion Requests Fail

I am having a problem. I have a legit site that has been around for years and I noticed that our website only has the homepage indexed in Yahoo!. I have emailed them and setup site explorer and setup a sitemap, and they email me back saying that our site doesn't comply with Content Quality Guidelines. Can someone help me with restructuring the content for this?
