Increase my PR

So I would like to increase my PR (yeah, yeah, PR is not important and all that, but it still helps even if just for links exchanges)
I was wondering if a link wheel without the "wheel" part would help - I mean, it would be quite simple to see websites linked to each other and to 1 site. So I wouldn't interlink them at all. Just build links TO them.
Say 20 sites at wordpress, blogspot etc. Each have 20 links to them.
Would it help at all? - I'm talking about PR not SERP. Or is 20x20 way to little to increase PR to at least 2?

I think posting in forums will do but not that important in PR increasing. I think posting in forums is for traffic increasing. All you need is to improve the content of your site while having a good seo strategy.
