Sitemap not indexing all pages

I have recently submitted my XML format sitemap having 18,062 URL but Webmaster only indexed 2,985, with NO ERRORS. I was just wondering what to do so Google can index all URL included in sitemap? or at least it should include 90% of URL's. Please assist my friends..
