URL Issue…

New client with 4 websites all related to their industry. Main site has a PR of 4, is 13 years old and has 300 really nice backlinks, some are outstanding. Other three unique domain names all link in out and every which a way to each other, (to the point where it's hard to even know which site you're on without looking at the url)they all have a PR of 3 but are all around 1 year old. They each have 10-20 quality links. They are all quality sites with numerous pages of good info.

They don't rank for anything but I don't think it's because of penalties it's just really poor navigation. Of course I would have never started on the path of building all these other sites but now that they have, what strategy would you employ to get them some ranks?

Instinct tells me to 301 the 3 new ones to one main site, but I hate to blow up 3 PR 3 sites....
