Yes, The entire number of your outbound links from a page is surely creating a difference in the quality of PageRank. Page linking is only one page sends every available PageRank transfer to the next Web page.

yes, there are lots of factors in creating difference are quality and quantity of OBL, domain age of the website, domain extension and a lot more.
