When does Google update backlinks and PR?

When does Google update backlinks and PR?

Hello,
Is there any schedule on when Google updates Backlinks and Page ranks? I came to know from my friend that Backlinks on average are updated around once a month while PR has seemed to move to quarterly. Is this information accurate?
