Why do many top-listed pages have no content?

Hello All,

My Whole journey through Search engine optimizaton was instructing me to concentrate on my content to get listed at the top in search engines.

Here I have a query.. Why do many top listed pages have no content in them. I found many sites which have no or very bad content. This surprises me and demotivates on my path to Successful SEO.

Can someone provide inputs?
